These groups are tasked with facilitating the implementation of innovative technology for testing and analysis of asphalt binders and mixtures and the development of specification that will be used by state highway agencies to evaluate materials and asphalt pavements. The purpose of this notice is to announce an upcoming solicitation for applications from all sources. The overall objective of the cooperative agreement is to promote the development and deployment of cost effective and innovative asphalt materials, and practices, newly-developed engineering design criteria and standards, and to encourage the use of pavement evaluation technologies to improve performance and extend pavement life. In order to support the objectives of the Pavement Research and Deployment Program, the FHWA will be seeking applications to stimulate the deployment of innovative technology through the development and refinement of procedures for testing and analysis of asphalt materials and pavement construction evaluation. Can you clarify the amount of money available for the tasks? We were confused between the $353k and the $200k that were both identified.

As stated in Section II – Award Infomration, A. Funding of the RFA, FHWA will provide between $350K – $400K total for this project. Currently of the total amount $200K is available for award. The remaining funds will be provided later subject to availability of funds.

Is there a pre-defined set of scope and expected answers for the 4 tasks that were mentioned? In other words, is there room for additional direction and research?

No, there is no pre-defined expected answers for the four tasks. These are suggestions based on what FHWA and the FHWA Expert Task Groups are currently working on to further implement new asphalt binder and mixture technologies. Yes, there is room for additional direction and research and, since this is a cooperative agreement, we welcome the applicants thoughts and ideas.

The Asphalt Institute provided Phase I.

1. What is the overall intent of the RFA? Is it to acquire a contractor to lead a group of states or to acquire the group of states?

The overall intent of the RFA is to acquire an applicant with state of the art laboratories and abilities to provide asphalt binder, mixture testing, and technology implementation in support of the FHWA, the FHWA Expert Task Groups, and to further validate findings of NCHRP projects in order to implement the research findings. In the case of the intelligent compaction task, it is for an applicant to provide coordination of field projects among a group of states that are participating in the pooled fund study, thus we are requiring the contractor have a network of field engineers across the US. The states that are participating in the Intelligent Compaction pooled fund study have already been acquired.

2. Who is expected to be submitting the RFA? Is it a State DOT, research company, etc?

This is a full and open competitive RFA and all entities are eligible to submit applications.

3. Is the R&D limited to the 4 tasks (MSCR Test/Aging of binders/Performance Testing of Binders/Intel. Comp.) listed in the RFA?

No, the R&D is not limited to these tasks, these tasks are suggestions. The tasks are not meant to be R&D, but rather the tasks will provide further data and analysis in order to implement pavement technologies that have previously been developed.

4. One of the Tasks (Intell. Comp.) references TPF-5(128). Do we have to be part of the Pooled Fund to submit an application?

No, you do not have to be part of the pooled fund study to submit an application.

As part of the FHWA Superpave implementation program, performance-related specifications are developed and used to improve the quality of asphalt pavements, which will ideally result in long life pavements. The FHWA supports advanced research in pavements and bituminous materials through the National Cooperative Highway Research Program (NCHRFP) and the Strategic Highway Research Program (SHRP). Once these projects are completed, the FHWA will require assistance in further development and deployment of the technology through additional experiments, material testing and field trials. As part of this research implementation program, FHWA coordinates three Transportation Research Board (TRB) Expert Task Groups (ETGs) related to asphalt binder, mixture, and advance modeling and comprised of industry, researchers/academia, and Federal and state government representatives. In addition, the FHWA has established a Reclaimed Asphalt Pavement (RAP) ETG and a Warm-Mix Asphalt (WMA) Technical Working Group (TWG). These groups are tasked with facilitating the implementation of innovative technology for testing and analysis of asphalt binders and mixtures and the development of specification that will be used by state highway agencies to evaluate materials and asphalt pavements. The purpose of this notice is to announce an upcoming solicitation for applications from all sources.
