Authority: 16 U.S.C. �1(g): The National Park Service may in fiscal year 1997 and thereafter enter into cooperative agreements that involve the transfer of National Park Service appropriated funds to State, local and tribal governments, other public entities, educational institutions, and private nonprofit organizations for the public purpose of carrying out National Park Service programs pursuant to section 6305 of title 31 to carry out public purposes of National Park Service programs.

Substantial Cooperation and Involvement by NPS
The NPS will play an indispensible role in the development of products described in this agreement. The NPS hold data, images, maps, graphs, and knowledge of plant distribution not easily transferred without a loss in data quality. Thus the NPS will have to partake in the ongoing development of products, the ongoing review of their accuracy, and continuous adjustments to exact product goals based on technical limitations that may not yet be foreseen. Additionally, while the NPS representatives to this agreement possess important skills and knowledge of park resources, Alaska Geographic staff and affiliates possess important skills in determining how to most effectively highlight potentialconnections between resources and individuals, whether they are actual park visitors or virtual web visitors. Thus this agreement draws on the strengths of both partners to produce a product that would otherwise be lacking.
