As such, the applicant is uniquely qualified to perform the activity. In addition, the language in the applicable authorizing legislation or legislative history clearly indicates Congress� intent to restrict the award to a particular recipient; following in accordance with the Omnibus Public Land Management Act of 2009 Public Law No. 111-11. This legislation established the South Park National Heritage Area and directs the Secretary of the Interior to enter into a compact with the South Park National Heritage Area�s management entity, collectively known as Park County. The cooperative agreement is distinguished as the required compact. |
