Additional Information

Agency Name: Fish and Wildlife Service
Description: The Contaminants of Emerging Concern project is part of the Great Lakes Restoration Initiative – Toxic Substances and Areas of Concern focus area. The objective of the project is to increase knowledge about contaminants in Great Lakes fish and wildlife by identifying emerging contaminants and assessing impacts on Great Lakes fish and wildlife.

There is not an application process for this funding opportunity; this is a notice of intent to award a single source cooperative agreement to St. Cloud State University (SCSU) Aquatic Toxicology Laboratory under justification 505DM 2.14B 2 and 4 without competition. Competition for the award is not practical as it is a continuation of the activities presently being conducted in cooperation with SCSU.

This single source award to the St. Cloud State University (SCSU) to participate in the identification of priority CEC mixtures, conduct 14 day laboratory exposure studies, participate in developing watershed-wide model of CEC mixture occurrence and concentration, and develop data to be used in fish population modeling. The agreement is part of the Great Lakes Restoration Initiative (GLRI) and is supported by GLRI FY 2014 funding allocated to the Service by the U.S. Environmental Protection Agency – Great Lakes National Program Office. This project is a continuation of the activities presently being conducted in cooperation with SCSU. Therefore, SCSU is uniquely qualified to continue complete the activities and it is necessary to have continuity for the satisfactory completion of the project.

The funding instrument will be a Cooperative Agreement as substantial involvement on the part of the USFWS is required for the successful completion of the activities to be funded. In particular, the USFWS will be responsible for the following: working coordinating with project partners to identify source-representative CEC mixtures to utilize in laboratory exposure studies to be conducted by St. Cloud State University (SCSU), and work coordinating with project partners to develop a watershed-wide model of CEC mixture occurrence and concentrations.
