Description: Through this NOFO, the Rwanda Biomedical Center (RBC) will support the Government of Rwanda through the Technical Science and Support Services (TSSS) Mechanism. Through the TSSS project, RBC will implement activities that strengthen local entities, especially health facilities, to respond to HIV/AIDS effectively and efficiently as well as to build a sustainable national HIV/AIDS programs. Funded by PEPFAR through the CDC-Rwanda program, this NOFO will support RBC to implement evidence-based decision making, technical leadership, and coordination of quality HIV prevention and care and treatment services. It also will support strengthening and improving the quality of laboratory services and promotion of quality and strategic information (SI) systems to ensure effective data collection and its utilization to inform program and policy. The primary objective is to equip health professionals with skills and knowledge to provide high-quality services to improve quality of life and productivity of people living with HIV (PLHIV). It will also support SI systems to track treatment outcomes such as Viral Load Suppression (VLS), staff training, mentorship, and supervision of services provided to PLHIV. The information generated will provide evidence for decision making and improve service delivery practices. Laboratory information systems (LIS) support will ensure quality assurance and linkage to other electronic health information systems for accuracy and reliability of results.
