OVERVIEW

The objectives of the Archaeological Institute of America (AIA), founded in 1879, are: to promote archaeological inquiry and public understanding of the material record of the human past, to foster an appreciation of diverse cultures, and our shared humanity. The AIA supports archaeologists, their research and its dissemination, and the ethical practice of archaeology. The AIA educates people of all ages about the significance of archaeological discovery and advocates the preservation of the world¿s archaeological heritage.

The NPS is the federal agency responsible for managing the National Park System. It furthermore has the principal responsibility for leadership and coordination in federal historic preservation programs by providing for the identification, documentation, registration, and preservation of the nation’s cultural resources, including the National Register and National Historic Landmarks programs. Under the National Historic Preservation Act as amended, the NPS is directed to develop and to make available to Federal agencies, State and Local governments, private organizations and individuals, and other national and international organizations pursuant to the World Heritage Convention training in, and information concerning, professional methods and techniques for the preservation of cultural properties and for the administration of the historic preservation program at the Federal, State, and Local level.
The roles of the two organizations are complementary, and they have developed complementary expertise and experience. Both organizations desire to exchange knowledge, skills, and resources on mutually satisfactory terms in furtherance of the recognized objectives, policies and responsibilities of each. The purpose of this Cooperative Agreement is to facilitate partnership activities by the two organizations to carry out these roles.

RECIPIENT INVOLVEMENT

1. Work together with NPS to identify and develop projects that may efficiently and effectively be carried out under this cooperative agreement.
2. Gauge public support for archaeology and develop ideas for promoting greater public involvement and understanding of the goals and potential roles of archaeology.
3. Promote and facilitate the involvement of AIA members in educational, interpretative, outreach, conservation, and research projects and studies related to archaeology within the National Park System, with the appropriate permission of the NPS.
4. Provide to the NPS as agreed in advance, and as appropriate (e.g. in Operating Procedures developed for specific projects), a copy of any written report of activities and other documents which result from work conducted within the scope of this Agreement.
5. Provide to the NPS copies of any occasional publications resulting from projects accomplished under the provisions of this Agreement and Operating Procedures (such as educational materials and broadcasts) as they become available.
6. Subject to Article IV and V, acknowledge the assistance of the NPS in its publications and other works resulting from its activities under this Agreement.

NATIONAL PARK SERVICE INVOLVEMENT

Substantial involvement on the part the National Park Service is anticipated for the successful completion of the objectives to be funded by this award. In particular, the National Park Service will be responsible for the following:

1. Provide input and technical assistance, where appropriate, in the preparation of educational materials for the use of the public, and assist in the activities surrounding International Archeology Day.
2. Provide financial assistance as provided in Article VI.
3. Provide reasonable access when and where appropriate to information administered by the NPS for the stated purposes of this Agreement.
4. Advise the AIA of the NPS¿s education needs, resource management policies and needs, and opportunities for research, education, and interpretation involving archeology.
5. Monitor and supervise the activities covered by this Agreement.
6. Subject to articles IV and V, acknowledge the work products and data gathered by the AIA in its publications and in any transmittal of material outside the NPS.

SINGLE-SOURCE JUSTIFICATION

DEPARTMENT OF THE INTERIOR
SINGLE SOURCE POLICY REQUIREMENTS

Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable.

In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:

(1) Unsolicited Proposal ¿ The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives;

(2) Continuation ¿ The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity;

(3) Legislative intent ¿ The language in the applicable authorizing legislation or legislative history clearly indicates Congress¿ intent to restrict the award to a particular recipient of purpose;

(4) Unique Qualifications ¿ The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications;

(5) Emergencies ¿ Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.

SINGLE SOURCE JUSTIFICATION DESCRIPTION:

The Archaeological Institute of America will share resources, information, and expertise to enhance the ability of each partner to promote International Archaeology Day, for which NPS is one of the primary partners. Through its unique membership and volunteer support, the AIA will help disseminate information about NPS¿ participation in International Archaeology Day and develop educational materials to complement the day’s activities. The spheres of interest of the AIA closely coincide with those of NPS, such that both organizations will be able to promote archaeology to national and international publics.

STATUTORY AUTHORITY

16 U.S.C. §1g provides that the NPS may enter cooperative agreements that involve the transfer of NPS-appropriated funds to non-profit organizations for the public purpose of carrying out NPS programs pursuant to 31 U.S.C. 6305.
