Fish and Wildlife Coordination Act of 1958, 16 U.S.C. 661-666; Fish and Wildlife Act of 1956, as amended, 16 U.S.C. 742a; Fish and Wildlife Conservation Act, 16 US.C. 2901-2911; and the Department of State, Foreign Operations and Related Programs Appropriations Act, 2018.The northeastern coast of Southern America is one of the most important stopover and non-breeding regions for shorebirds in the Western Hemisphere. Aerial surveys have been a crucial tool for gathering data on population status and are the most effective method to monitor shorebirds in a region where population estimates based on mark/re-sighting or mark/recapture methods are not achievable because of limited access to key sites and a shortage of observers. Aerial surveys conducted since 2000 along South America’s Atlantic coast have quantified significant declines in shorebird population over the last 30 years. Aerial surveys, following well-described methods, will be repeated in northern and northeastern Brazil and along the coasts of French Guiana, Suriname, Guyana, Venezuela and Colombia. The goal of this project is to contribute data to shorebird population trend and status assessments and to evaluate effectiveness of shorebird conservation actions implemented throughout the Atlantic Flyway; the latter is critical to the adaptive management framework underpinning the Atlantic Flyway Shorebird Initiative.

This program aligns with Departmental funding Priority #1, creating a conservation stewardship legacy second only to Teddy Roosevelt, as it promotes natural resource conservation through sustainable use integrating the best science (survey data) for the conservation of migratory shorebirds. By engaging network partners and other local stakeholders, this program aligns with Priority #3, restoring trust with our local communities, by improving relationships and expanding lines of communication with international partners who look to consider local communities in developing conservation solutions.
