International multilateral organizations, such as United Nations agencies, should not submit proposals through Grants.gov in response to this Notice of Funding Opportunity announcement. Multilateral organizations that are seeking funding for programs relevant to this announcement should contact the PRM Program Officer (as listed below) on or before the closing date of the funding announcement.

Description: (a) Concept note activities should primarily support refugees and host communities in Rwanda, Tanzania, Uganda, and the Democratic Republic of the Congo (Sud-Ubangi, Nord-Ubangi provinces) as outlined below. Because of PRM’s mandate to provide protection, assistance, and sustainable solutions for refugees and victims of conflict, PRM will consider funding only those projects that include a target beneficiary base of at least 50 percent refugees.;

(b) Competitive concept notes should:
– Include a well-developed plan for training and building the capacity of local staff and service providers as well as building refugee self-sufficiency;
– Include an explanation for how the proposed project supports long-term sustainability in line with national strategies, especially for health activities;
– Address gaps in services for the most vulnerable including women, children, people living with disabilities, the elderly, and LGBTI refugees; and
– For countries (Uganda and Tanzania) implementing the Comprehensive Refugee Response Framework (CRRF) explain how the proposed intervention aligns with the CRRF.;
