An eligible organization may work individually or include proposed subrecipients, contractors or unfunded collaborators. Please note that, for the purposes of this NOFO, individuals and unincorporated sole proprietors are not considered “non-Federal entities” and are not eligible to apply. NIST will only consider one application per applicant; however, an applicant entity may participate as a subrecipient, contractor, or unfunded collaborator within applications submitted by other entities.
