Agency Name: NAVAL FACILITIES ENGINEERING COMMAND
Description: The primary purpose of this Cooperative Agreement is to provide services to perform the MAPS program, a continent-wide bird monitoring program at the Marine Corps Base Quantico (MCBQ) in Quantico, Virginia; Naval Support Facility Dahlgren (NSFDL), in Dahlgren, Virginia; and Naval Support Facility Indian Head (NSFIH) in Indian Head, Maryland. The intent of these efforts is to promote the conservation of migratory birds and supports various requirements of the Department of Defense Partners in Flight Program, Migratory Bird Treaty Act, and MCBQ, NSFDL and NSFIH Integrated Natural Resources Management Plans (INRMPs). The support shall focus on technical services to operate up to two constant effort bird-banding stations per installation at any combination of the following installations (per the Navy’s discretion) at MCBQ, NSFDL and NSFIH per the standardized protocol known as MAPS.
