Description: | Funds are now available for the FY15 Assistance for Local Emergency Response Training (ALERT) Grant. The ALERT Grant is focused on response activities for the transportation of crude oil, ethanol and other flammable liquids by rail. In accordance with the Omnibus Consolidated and Further Continuing Appropriations Act, P.L.113-235 (the Act), PHMSA is authorized to use prior year recoveries from HMEP grant awards to provide funding for the ALERT Grant. This grant will be used to provide local emergency responders with additional training on hazardous materials transportation incidents. Grant funding will be sourced from prior year recoveries. As a result, PHMSA will apply existing resources toward its mission of protecting people and the environment from the risks inherent to the transportation of hazardous materials. Hazardous material training for volunteer or remote emergency responders has been identified as a top priority by PHMSA in FY15. This new competitive grant opportunity requests applications from nonprofit organizations that have the ability to provide direct or web-based hazardous materials training for volunteer or remote emergency responders. Ideally, PHMSA seeks applications from nonprofit organizations that represent public-private partnerships to improve regional emergency response. |

Question: Is there guidance on how many pages the Project Narrative should be? Any limitations? Response: There are no page limitations. However, guidance for drafting project and budget narratives is located at pages 7 through 9 as well as Appendix I of the Application Kit. Question: Should the application be double space and 12 point font (as the standard)? Response: Double space 12 point font is preferred for easy review but not required. Question: How long can the period of performance be? Any limitations? Response: The program expects applicants to create a budget and project period that covers between 12-36 months. The estimated time of performance should be clearly defined in the application. All projects should be completed within three years. |
