Description: | The Environmental Studies Program (ESP) of the Bureau of Ocean Energy Management (BOEM) is offering a cooperative agreement opportunity to conduct research on the socioeconomic impacts of oil spills and other manmade and natural events on coastal Louisiana Communities. The Bureau of Ocean Energy Management (BOEM assesses the direct, indirect and cumulative socioeconomic consequences of federal petroleum leasing on the Gulf of Mexico (GOM) Outer Continental Shelf (OCS). The Council on Environmental Quality (CEQ has issued guidance for considering cumulative effects of particular actions on human communities under the National Environmental Protection Act (NEPA). This project seeks to expand and enhance understandings of socioeconomic effects of major disruptive events (e.g., oil spills, hurricanes, floods, droughts) on communities in the short- and long-term and to understand the cumulative effects of such events on communities. This Program Announcement describes the specific projects that may be awarded to the universities or eligible groups identified. All awards are premised on receipt of an acceptable proposal. This is not an open solicitation for proposals.
