This Funding Announcement is not a request for applications. This announcement is to provide public notice of the National Park Service�s intention to fund the following project activities without full and open competition. ABSTRACT OVERVIEW The objective of this Agreement is to promote the purposes of Title 54 �National Park Service and Related Programs� and ASLA�s undertaking activities requiring the sharing of their knowledge, skills and resources. NPS and ASLA have cooperated extensively over the last 100 years to achieve their mutually desired ends of preserving historic landscape architecture of the United States. In 2000 the NPS and ASLA (along with the Library of Congress) signed a permanent Tripartite Memorandum of Understanding establishing the Historic American Landscapes Survey (HALS). This Memorandum states that the unique nature and growing understanding of the significance of historic landscapes justifies independent information about historic landscapes. Also this tripartite relationship is designed to inform the public, assist professionals in making informed management decisions, and to educate and train students, thereby developing future professionals in historic landscape documentation and preservation 1. Promote the documentation of significant landscapes such as National Historic Landmarks and historic landscapes of the National Park Service. NATIONAL PARK SERVICE INVOLVEMENT Substantial involvement on the part the National Park Service is anticipated for the successful completion of the objectives to be funded by this award. In particular, the National Park Service will be responsible for the following: 1. Work together with the ASLA to undertake documentation of nationally important landscape architecture, such as National Historic Landmarks and the primary historic landscapes of the National Park Service. SINGLE-SOURCE JUSTIFICATION DEPARTMENT OF THE INTERIOR (1) Unsolicited Proposal � The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives; The National Park Service did not solicit full and open competition for this award based the following criteria: (2) CONTINUATION SINGLE SOURCE JUSTIFICATION DESCRIPTION: THIS IS A NOTICE OF INTENT TO AWARD STATUTORY AUTHORITY A. Title 54, �National Park Service and Related Programs�, Section 302102 [Formerly 16 U.S.C. 462 (a), (c) and (e)] of the Historic Sites Act and Section 302107 [Formerly 16 U.S.C. 470a 7 (B)] and Section 302103 [Formerly 16 U.S.C. 470h � 2 (b)] of the National Historic Preservation Act. B. The Historic American Landscapes Survey (HALS) assists in the preservation of significant resources by recording historic landscapes and structures and transmitting the documentation to an archive at the Library of Congress. Documentation by the surveys provides baseline data that assists in directing planning efforts for rehabilitation and restoration (including historic structures reports and cultural landscape reports), and can facilitate the interpretation of buildings, structures, and landscapes. |
