Additional Information on Eligibility: | As referenced in 45 CFR §75.216(b), HHS funds are prohibited from being paid as profit to any recipient even if the recipient is a commercial organization. Profit is defined as any amount in excess of allowable direct and indirect costs. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding under this announcement. |

Description: | The Office on Trafficking in Persons (OTIP) within the Administration for Children and Families (ACF) announces that competing applications will be accepted for the Trafficking Victim Assistance Program (TVAP) in ACF regions 1, 2, 3, and 4. The central purpose of TVAP is to efficiently provide trauma-informed, person-centered, comprehensive case management services on a per capita basis to foreign national victims and potential victims of a severe form of trafficking in persons seeking HHS certification so they can re-establish their ability to live independently. The awarded organization must provide comprehensive case management services to qualified persons either directly or through a network of providers, that provide direct services and/or community referrals. Trauma-informed, person-centered, Case management must include, but is not limited to, emergency assistance, housing, safety planning, basic needs, mental health services, employability services, legal services, medical care, access to benefits and services to the same extent as a refugee, and interpretation services. OTIP has specified the following funding restrictions: A yearly ceiling on the total per capita amount per participant. The yearly per capita amount includes both administrative costs for case management services and participant expenses. The per capita amount must not exceed $6,000 per individual participant, or $7,500 in cases when a participant has an eligible family member(s) who lives in their household.
