Description: This program is authorized in accordance with Part 1 of the Foreign Assistance act of 1961, as amended.Through this Addendum to the FY2014 Global Development Alliance (GDA) Annual Program Statement (APS) No. APS-OAA-14-000001 (the GDA APS), USAID/Philippines is making a special call for the submission of Concept Papers focused on Diaspora Engagement to Rebuild Livelihoods after Typhoon Haiyan/Yolanda in the Philippines.The specific objective(s) are to:1) Rebuild livelihoods and support microfinance in communities directly impacted by Typhoon Haiyan/Yolanda. 2) Improve the preparedness of vulnerable communities to deal with future natural disasters in the Philippines.USAID/Philippines recognizes the importance of partnering with the diaspora community to achieve its development objectives. USAID/Philippines welcomes proposals for public-private alliances that mobilize human and financial resources from the diaspora to address post-disaster development challenges faced by communities directly impacted by Typhoon Haiyan/Yolanda. As stated in APS-OAA-14-000001 USAID expects to receive alliance proposals that leverage private sector resources at a ratio of at least 1:1. USAID/Philippines may allocate up to $2 million over the course of the next fiscal year to fund a portfolio of partnerships, with funding for individual partnership proposals estimated in the range of $250,000 to $1 million. Ideally, the portfolio will enable USAID to ensure that each of the above objectives is advanced. However, priority will be placed on supporting the most promising approaches, even if the resulting portfolio only advances one or two of the objectives described above. The estimated project life for each award is 12 to 24 months. USAID reserves the right to not issue any awards if proposals do not leverage private sector resources at an amount that at least equals and preferably exceeds the amount requested from USAID.
