Concept note activities should primarily support displaced Iraqi and Syrian refugee populations in Iraq, Jordan, Lebanon, and Turkey. Proposal activities are restricted to beneficiaries living outside of government or UNHCR-run camps. Because of PRM’s mandate to provide protection, assistance, and sustainable solutions for refugees and victims of conflict, PRM will consider funding only those projects that include a target beneficiary base of at least 50 percent refugees. In Iraq only, the 50 percent target beneficiary base may include IDPs and IDP returnees in addition to, or in lieu of, refugees. Wherever possible, programs should pursue a community-based approach that also benefits host communities. In Turkey, as part of the 50 percent target beneficiary base, PRM will also consider funding activities targeting refugees that are not Syrian or Iraqi, including Afghan refugees, as well as other populations of concern, such as International Protection applicants.
