The statement of interest and capability should keep in mind the need for preparing, responding, and recovering from critical incidents and empowering Libyan airport authorities to establish networks of communication and standard operating procedures (SOPs) that are uniform between airports and that promote effective coordination between Libyan interagency actors within each airport. Special attention should be paid to women’s professional development and advancement within the airport authorities; women travelers in a predominately Muslim population must receive security screenings from female personnel. |
