Description: The Bureau of Safety and Environmental Enforcement (BSEE) is providing the vehicle for the Scripps Institution of Oceanography, University of California, San Diego to submit proposals for funding in Fiscal Year 2014. The Environmental Enforcement Division (EED) of BSEE is seeking proposals from Scripps Institution of Oceanography to enter into a cooperative agreement with BSEE for two years beginning October 1, 2014. This project will be a collaborative venture and will include substantial involvement of the BSEE and the Bureau of Ocean Energy Management (BOEM).BSEE will accept proposals for real-time towed PAM standards that can be implemented as part of required mitigations associated with seismic surveys on the Outer Continental Shelf.Proposals should clearly define the work to be accomplished each year.BSEE is responsible for environmental compliance and enforcement of all required mitigations associated with BOEM permits and approvals.The Scripps Institution of Oceanography, University of California, San Diego may submit an application.The specific project identified is intended for the university identified.However, cooperative research (establishment of teams) is
encouraged.Contributions of matching funds towards these efforts,either as cash or in-kind contributions (such as salary, equipment, etc., or a combination of both) is strongly encouraged.Federal entities as partners are allowed, however, tasks performed by the Federal partner and the associated budget must be presented separately. The Applicant¿s proposal and the Federal proposal should be cross referenced to each other, but each should stand alone.Other non-federal organizations may be partners and their tasks should be included in the Applicants proposal.
