Description: This NASA Research Announcement (NRA), entitled RESEARCH OPPORTUNITIES IN AERONAUTICS (ROA) – 2016, solicits foundational and system-level research in support of the Aeronautics Research Mission Directorate (ARMD), National Aeronautics and Space Administration (NASA). This NRA covers a variety of topics in aeronautics fundamental research that are being pursued by NASA personnel. Specific research thrusts are outlined in the Appendices. A major focus of this NRA is to encourage collaboration between other organizations and NASA to help advance ARMD strategic goals. Details for award scope are provided for each project task area listed in the Appendices. Awards will be made as grants, cooperative agreements or contracts, depending on the nature of the proposing organization and/or program requirements. It is anticipated that the majority of awards will be cooperative agreements or contracts due to the expected collaborative nature of the work specified in the technical appendices. Section D of the NASA Guidebook for Proposers Responding to a NASA Funding Announcement (hereafter referred to as the NASA Guidebook for Proposers found at http://www.hq.nasa.gov/office/procurement/nraguidebook) provides a discussion regarding funding mechanisms. The typical period of performance for an award is three years, although a few programs may specify shorter or longer (maximum of five years) periods. Note that it is generally NASA’s policy to conduct research with non-U.S. organizations on the basis of no exchange of funds. Details of the solicited program elements along with any changes or modifications to any of these guidelines will be specified in the descriptions in the Appendices of this solicitation. Proposal due dates are given in Tables 3 and 4 which are located at the end of this NRA.
