This Funding Announcement is not a request for applications. This announcement is to provide public notice of the National Park Services intention to fund the following project activities without full and open competition. ABSTRACT Recipient Golden Gate National Parks Conservancy Single Source Justification Criteria Cited 1. Continuation This task agreement continues the educational, stewardship and preservation work currently taking place under a cooperative agreement with the San Francisco Maritime National Park Association. The Association is currently reaching out to potential park partners in cultural heritage and resource preservation, and actively working with the park to incorporate and interpret Californias diverse heritage into park programs and exhibits. OVERVIEW STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN ARTICLE III – STATEMENT OF WORK Objectives The scope of this Task Agreement addresses the organization and preservation of SAFRs Historic Documents Department collection. Such objects include historic documents, photographs, audio-visual materials, and ship plans and drawings. Under this Agreement, collection items will be inventoried, arranged, cataloged, and re-housed where appropriate. The parks historic documents are primarily located at Building E, Fort Mason Center. Collection items may not be removed from the site, except to transport them to another storage location within the park. Field work will be performed at the site where items are physically located. A. SFMNPA agrees to: 1. Coordinate a work schedule with SAFR and provide an appropriately qualified individual or individuals to conduct the hands-on work of this Task Agreement for the following projects. These projects shall vary across the GS-05, GS-07, and GS-09 proficiency level [benchmark position descriptions attached for reference]. Assist NPS staff in the processing of archival collections including the arrangement and inventory of collections from the series to item level. Perform basic archival holdings maintenance of collections including weeding, rehousing, reboxing, labeling, and creating folder lists. Provide for stabilization of collections by identification of materials requiring re-housing and make improvements to existing housing. This could also include the humidification, flattening, and cleaning of naval architectural and marine engineering collections. Prepare complete catalog record for collections applying SAFR local guidelines, NPS requirements, and other professional standards for cataloging archival collections. Create finding aid and upload to Online Archive of California. 2. Provide support costs and labor to accomplish services indicated in this statement of work. Professional qualifications for this work are comparable to the GS-1421-05 and GS1421-07 Archives Technician series and GS-1421-09 Archivist series. 3. Consult with key SAFR staff for information on work under this Task Agreement. 4. Prior to beginning work, provide an estimate to the Park on hours of work available 5. Report on the 30th of each month to key SAFR staff the status of all Association work 6. Provide benefits provided to other SFMNPA staff, (as applicable). 7. Specify administrative fees as a percentage of the total amount and what the fees cover. B. SAFR agrees to: 1. Provide a Project Manager, technical guidance, supplies, manuals and procedures. 2. Monitor and review the work for quality and completeness. Schedule regular discussion and regular reporting from SFMNPA and Park staff. 3. Provide a schedule to track progress and ensure that work is completed in a timely manner. 4. Designate and prioritize the projects to be completed. |
