OVERVIEW

Cooperative Agreement Number P15AC00369 was entered into by and between the
Department of the Interior, National Park Service, (NPS), and The Outdoor
Foundation for the purpose of increasing participation by all Americans ⿿
especially youth and young adults ⿿ in outdoor recreation activities and in
the conservation of our public lands. Unless otherwise specified herein,
the terms and conditions as stated in the Cooperative Agreement will apply
to this Task Agreement.

The Campus Outdoor Ambassador Program is a partnership involving the NPS
Youth Programs Office, the NPS Rivers, Trails and Conservation Assistance
program, and the Outdoor Foundation, building a college-based effort to
increase the active connections between young adults and the national
parks. It materially contributes to public purposes and the stated agency
priorities of building the relevance of national parks among younger
generations, providing healthy recreation experiences, connecting parks
with communities, and providing employment opportunities. This campus-park
partnership will identify and invest in student leaders who will spearhead
increasing outdoor recreation participation and national park awareness
among young adults. The partnership will offer NPS career exposure as well
as temporary student employment opportunities while cultivating
next-generation park enthusiasts and champions across the country.

RECIPIENT INVOLVEMENT

The Outdoor Foundation agrees to:
1. Create, in consultation with NPS, a recruitment strategy for identifying
potential candidate Ambassadors and schools.
2. Design and implement an application process for candidate Ambassadors.
3. Seek advice from NPS in the selection process for applicants.
4. Notify selected Ambassadors and their respective schools, and notify all
applicants of selection outcomes.
5. Conduct necessary training for selected Ambassadors, such as use of
social media, public speaking, and working with local media; and
familiarize Ambassadors with all required and encouraged activities
including the conduct of campus gatherings to engage diverse new audiences,
social campaigns to promote NPS outings, and ways to report results of
activities.
6. Undertake private and philanthropic partners as required to permit
leveraging of NPS funding on a 1:1 basis.
7. Administer all aspects of the Ambassador network, including managing the
recruitment process, maintaining communications with Ambassadors, providing
stipends to participating students, and maintaining appropriate procedures
for accountability and reporting of results.
8. Provide a video and report reflecting the impact of the Ambassador
Program and the on-the-ground results, to include the number of
participants who made outings, the number of outings taken, and a
representative selection of any media presence and social media activity
generated.

NATIONAL PARK SERVICE INVOLVEMENT

Substantial involvement on the part the National Park Service is
anticipated for the successful completion of the objectives to be funded by
this award. In particular, the National Park Service will be responsible
for the following:

NPS agrees to:
1. Consult closely with the Outdoor Foundation in creating the program⿿s
broad outlines and in developing the recruitment strategy for identifying
prospective Ambassadors, especially those that focus on engaging new
audiences including minorities, underserved communities and priority urban
areas.
2. Consult with Outdoor Foundation staff in review of candidates for
selection as Ambassador and in consideration of the menu of appropriate and
beneficial training and activities that will support the purpose of the
program.
3. Assist in fostering connections between national park sites and the
Ambassadors.
4. Provide support and consultation with the Outdoor Foundation⿿s staff
member coordinating the Ambassadors program.
5. Provide feedback and recommendations for program changes and
improvements based on results provided in Ambassadors⿿ interim and final
reports.

SINGLE-SOURCE JUSTIFICATION

DEPARTMENT OF THE INTERIOR
SINGLE SOURCE POLICY REQUIREMENTS
Department of the Interior Policy (505 DM 2) requires a written
justification which explains why competition is not practicable for each
single-source award. The justification must address one or more of the
following criteria as well as discussion of the program legislative
history, unique capabilities of the proposed recipient, and cost-sharing
contribution offered by the proposed recipient, as applicable.

In order for an assistance award to be made without competition, the award
must satisfy one or more of the following criteria:
(1) Unsolicited Proposal ⿿ The proposed award is the result of an
unsolicited assistance application which represents a unique or innovative
idea, method, or approach which is not the subject of a current or planned
contract or assistance award, but which is deemed advantageous to the
program objectives;
(2) Continuation ⿿ The activity to be funded is necessary to the
satisfactory completion of, or is a continuation of an activity presently
being funded, and for which competition would have a significant adverse
effect on the continuity or completion of the activity;
(3) Legislative intent ⿿ The language in the applicable authorizing
legislation or legislative history clearly indicates Congress⿿ intent to
restrict the award to a particular recipient of purpose;
(4) Unique Qualifications ⿿ The applicant is uniquely qualified to perform
the activity based upon a variety of demonstrable factors such as location,
property ownership, voluntary support capacity, cost-sharing ability if
applicable, technical expertise, or other such unique qualifications;
(5) Emergencies ⿿ Program/award where there is insufficient time available
(due to a compelling and unusual urgency, or substantial danger to health
or safety) for adequate competitive procedures to be followed.

The National Park Service did not solicit full and open competition for
this award based the following criteria:

This is a Task Agreement (P15AC01052) under Cooperative Agreement
(P15AC00369) in the amount of $100,000.00 with a period of performance from
date of award until 09/30/2016.

STATUTORY AUTHORITY

NPS enters into this Agreement pursuant to the general authority of the
Federal Grants and Cooperative Agreement Act of 1977 (31 USC 6301-08) and
the Federal Financial Assistance Management Improvement Act of 1999 (PL
106-107).

In addition:

A. 54 USC 101702(a) previously 16 USC 1g Cooperative Agreements, Transfer
of Service Appropriated Funds.

B. The Wild and Scenic Rivers Act of 1968, as amended (16 USC 1271 et
seq.).

C. 54 USC 200305 previously 16 U.S.C. 460.1-1(d) of the Outdoor Recreation
Organic Act, which authorizes the Secretary of the Interior to provide
technical assistance and advice and to cooperate with States, political
subdivisions, and private interests, including nonprofit organizations,
with respect to outdoor recreation.

D. 16 U.S.C. 1723(c), Public Land Corps, which authorizes the Secretary of
the Interior to enter into contracts and Cooperative Agreements with any
qualified youth or conservation corps to perform appropriate conservation
projects.
