These include weak disaster risk management capacity atdifferent levels, limited livelihood diversification options, poor livestockand crop productivity and market linkages and low levels of nutrition.Implementation will focus on systems change, with a strong learning componentto ensure interventions are adapted per the latest analysis and research. The Pastoral Areas Resilience Activity willbe one piece to the larger puzzle of building the resilience of Ethiopia’spastoral populations, and partnerships with other implementers, donors, the GoEand the private sector will be essential to reach the scale needed for realsystems change.
The overall purpose of PARAwill be: to improve resilience to enhance food security and inclusive economic growth. It has the following five interrelatedintermediate results:
Component 1: Improved Disaster RiskManagement Systems and Capacity;
Component 2: Diversified and SustainableEconomic Opportunities for People Transitioning out from Pastoralism;
Component 3: Intensified and SustainedPastoral and Agro-Pastoral Production and Marketing;
Component 4: Improved Nutritional Statusof Targeted Households; and
Component 5: Crisis Modifier.
This multifaceted activityis expected to be a major component in USAID’s contribution to improvingEthiopia’s ability to withstand major shocks in the pastoral regions, acritical element on the journey to self-reliance.
