| Description: | The undersized stream crossing on Rowell Creek under the Gooseneck Creek County Road has rusted through and debris clogs the interior of the culvert reducing capacity. The culvert is perched three feet above the outlet channel elevation, impacting adult salmon/trout fish passage and fully blocks juvenile movement upstream. The culvert blocks fish passage in Rowell Creek near its confluence with Gooseneck Creek. Rowell Creek is a significant anadromous spawning stream of the Gooseneck system including nearly 2 miles of anadromous habitat above the culvert. Gooseneck County Road is also the access route for emergency response. Road failure due to flooding is a significant safety risk to all users of the road system beyond the crossing.
