OVERVIEW

Cooperative Agreement Number H2261100002 was entered into by and between the Department of the Interior, National Park Service (NPS), and the Organization of American Historians (OAH) for the purpose of promoting the greater public and private understanding of American history for their mutual benefit and for the people of the United States as well as for future generations, so that they can enjoy the historic resources of the NPS. Unless otherwise specified herein, the terms and conditions as stated in the Cooperative Agreement will apply to this Task Agreement.

Preparation of National Historic Landmark Nominations: Up to two National Historic Landmark Nominations will be prepared for historic properties that are significant in science, technology, engineering, or mathematics (STEM).

RECIPIENT INVOLVEMENT

1. Work, in consultation with National Park Service (NPS) staff in the Washington, DC office, to hire, with the concurrence of the NPS, a historian and scholar experienced in compiling National Historic Landmark Nominations. The historian and scholar will meet the qualifications for a GS 0170-11 historian, as specified by the Office of Personnel and Management, and shall be approved by the NPS as meeting the Secretary of the Interior¿s Historic Preservation Qualification Standards for historian. The historian and scholar should have demonstrated experience in successfully completing National Historic Landmarks Nominations, and an in-depth knowledge of the National Historic Landmarks Nomination requirements and process.
2. The scholar and historian will assist the OAH and NPS in overseeing the researching and writing of up to two National Historic Landmark Nominations that document nationally significant properties that have been approved for nomination by NPS.
3. OAH shall provide financial compensation to the historian and scholar for his or her time, work and related expenses on this project in an amount not to exceed a total of $31,789.
4. Both the OAH and the selected historian and scholar must adhere to guidelines regarding potential conflict of interest as outlined in The NPS Historic Preservation Fund Grants Manual. These guidelines are clearly stated in Chapter 3, Section C, 1-11 of the Manual. Both the OAH and the selected scholar must also adhere to guidelines as outlined in Office of Management and Budget (OMB) Circular A-110 REVISED 11/19/93 As Further Amended 9/30/99.

NATIONAL PARK SERVICE INVOLVEMENT

Substantial involvement on the part the National Park Service is anticipated for the successful completion of the objectives to be funded by this award. In particular, the National Park Service will be responsible for the following:

Work with the historian and scholar selected by OAH with NPS¿s concurrence to review historic properties and approve for nomination up to two properties associated with STEM which may have the potential to be designated as National Historic Landmarks.
2. Review all requirements for completing national Historic Landmark Nominations with the historian and scholar prior to the initiation of work by the historian and scholar on completing any nominations.
3. Provide to the historian and scholar any relevant background materials regarding already identified by the NPS as potential National Historic Landmarks that are associated with STEM
4. Arrange conference calls and meeting rooms as needed between the historian and scholar and NPS and/or OAH as needed.

SINGLE SOURCE POLICY REQUIREMENTS

Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable.

In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:

(1) Unsolicited Proposal ¿ The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives;

(2) Continuation ¿ The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity;

(3) Legislative intent ¿ The language in the applicable authorizing legislation or legislative history clearly indicates Congress¿ intent to restrict the award to a particular recipient of purpose;

(4) Unique Qualifications ¿ The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications;

(5) Emergencies ¿ Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.

STATUTORY AUTHORITY

16 U.S.C. §1g authorizes the NPS to enter into cooperative agreements that involve the transfer of NPS appropriated funds to state, local and tribal governments, other public entities, educational institutions, and private nonprofit organizations for the public purpose of carrying out National Park Service programs.
