This Funding Announcement is not a request for applications. This announcement is to provide public notice of the National Park Service’s intention to fund the following project activities without full and open competition. ABSTRACT Page 1 Syracuse University (ASU) will collaborate with the National Park Service: The objective of this Agreement is to have Syracuse University continue to collaborate with the Bison Ecology and Management team to study bison grazing dynamics throughout the park and to periodically come to Yellowstone to help train Yellowstone staff and to assist in collecting plant production data. The plant samples collected by the BEMO team will subsequently be shipped to the University for Laboratory Analysis. Syracuse will complete the lab work and share the results with the Bison Ecology team and collaborate in the interpretation of the results. Under this Agreement NPS scientists and investigators at SU will collaborate to sample and estimate plant production and consumption throughout the range of distribution for Yellowstone bison. This collaboration will quantify plant nitrogen through lab analyses at the SU. Together the two entities will describe how grazing by bison and other ungulates influences these plant community characteristics on both summer and winter ranges. SINGLE-SOURCE JUSTIFICATION DEPARTMENT OF THE INTERIOR Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable.
