Agency Name: Bureau of Land Management
Description: The BLM New Mexico has many obligations for managing public lands and there is a need for additional capacity to accomplish long term goals and projects. Assistance could allow for the expansion of opportunities and services beyond those required for BLM to accomplish it mission. The BLM and partners could benefit from a partnership in management, development, protection and conservation of public lands and associated resources (e.g. wildlife botany, archeology, paleontology, etc). Through a partnership with a receipient the BLM will increase knowledge and understanding of the importance of public lands and promoting cooperative efforts between the individuals, private and non-profit organizations and federal and state agencies in the management of natural resources and ecosystems. This project in New Mexico would include management, conservation and protection of multi-resources and mineral resources.

The Department of the Interior recently released new Public Land Policy, Landscape Mitigation Policy (660 DM6). There is forthcoming BLM mitigation policy. The Council on Environmental Quality (CLQ) defined mitigation in its regulations at 40 CFR 1508.20 to include: avoiding impacts minimizing impacts, rectifying impacts, reducing or eliminating impacts over time and compensating for remaining unavoidable impacts. This applies to all uses permitted on BLM lands and works to protect any sensitive resources (biological, visual, special designations.etc)
