This Funding Announcement is not a request for applications. This announcement is to provide public notice of the National Park Service (NPS), intention to fund the following project activities without competition.

OVERVIEW: To encourage private sector participation in the acquisition, planning, development, protection, operation, and maintenance of the Cave Management Services and to identify risk of occurences of white nose syndrome in bats.

STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN: To conduct research and related projects to develop scientific understanding of cave and karst features with Ozark National Scenic Riverways to include cartography work, interpretation of cave ecosystems and karst features.

RECIPIENT INVOLVEMENT: Assist with cave monitoring program, cave management and restoration, cave mapping, data management, endangered species management, environmental review, educational and cooperative opportunities. Work with and recruit volunteer organizations.

NATIONAL PARK SERVICE INVOLVEMENT: Provides oversight of the following: annual work plans, scientific studies and biological inventories of all caves in the park, development and dissemination of education materials related to karst ecosystems, selecting and developing new projects, and data management. Supplies project funding, 4X4 truck with camper shell housing, supplies/equipment, cave gear that is dedicated to OZAR caves only, trailers for moving equipment/supplies and staff time for assistance in cave related projects. OZAR offers training as needed to CRF members, oversees NEPA compliance on related projects, and prepares white-nose syndrome decontamination standards.

NPS did not solicit full and open competition for this award based the following criteria: The CRF is a private, nonstock, nonprofit corporation, composed of individual members and county chapters. The CRF was incorporated in 1957 and it then and now exists under the Kentucky Revised Statutes, Section
273,210. Its purpose is to: Explore and scientifically study, for the enrichment of human knowledge and the
advancement of science; Encourage and assist in the preservation of caves and related geomorphological
phenomena and wilderness areas, and to promote the conservation of such areas for
future study, research, and recreation; Collect and aid in a manner compatible with the other purposes of the corporation the dissemination of technical data, information, history, and educational material concerning
caves and their physical, biological, ecological, and anthropological environment.
