U.S. Embassy Angola PAS Annual Program Statement for NGOs, Think Tanks, and Academic Institutions

Local grants are intended for non-governmental organizations (NGOs), think tanks, and academic institutions. Local grant proposals must have a connection to American culture and values or should be directed to increasing understanding in Angola of American culture and society.

Proposals should also be related to one or more of the following U.S. Embassy priorities:

1. Encourage Participation in Democratic Processes (especially youth and women): encourage civic education for active citizen participation in government; encourage professional media coverage of elections and government; and, increase attention to minority and disadvantaged populations.

2. Improve Economic Growth, Trade and Investment between the U.S. and Angola: reduce barriers to interaction and exchange; connect and sustain networks, including those that are local, regional and international, to

advance job creation, among the youth and women, improve quality of the life, and shared prosperity.

3. Reinforce Mutual Understanding between the U.S. and Angola: present accurate information on the U.S.-Angola partnership; build connections with Angolans at all levels; support the promotion of Angolan and American cultural heritage; foster English language proficiency by providing English language programs and resources to reach a wider audience.

4. Build Communication Capacity: foster expanded outreach capabilities of Angola’s government institutions, non-governmental organizations (NGOs), and women’s and professional associations; encourage use of new media and social networking; and sponsor traditional investigative journalism training programs, business and elections coverage, blogging, social networking and new media; develop and deepen the creative, idea-forming sectors of Angolan society, including journalists, artists, broadcasters, and publishers; extend the reach of broadcasting media.

Activities that are typically funded include, but are not limited to:

1.    Arts and culture programs;

2.    English language programs;

3.    Entrepreneurship;

4.    Media training projects;

5.    New media concepts aimed at reaching wider audiences;

6.    Programs that empower women;

7.    Proposals to enhance U.S.-Angola exchange programs;

8.    Science, Technology, Engineering and Math (STEM)

9.    Youth community service projects that practice democratic processes and encourage volunteerism;

10.                      Youth recreation, leadership, and education programs;

Activities that are not typically funded include, but are not limited to:

1.    Projects that do not have a plan for sustaining the activity or monitoring results;

2.    Social welfare projects;

3.    Paying to complete activities begun with other funds;

4.    Projects that contain the appearance of partisanship/support to individual or single party electoral campaigns;

5.    International travel, unless specifically justified within the project;

6.    U.S. citizen exchange programs with foreign countries;

7.    Projects that include substantial fees for radio or TV broadcast; and,

8.    Projects that are mainly designed to pay organizational salaries or to cover only logistical costs (e.g., room/chair rental, coffee breaks, etc.)
