| Description: | Human resources (HR) are an essential component of Zimbabwes health system, and are therefore critical for an effective response to the HIV epidemic. Still recovering from the effects of the political crisis in the first decade of the 21st century, the countrys health institutions are understaffed and the workforce overburdened. Efficient information systems can provide knowledge to equitably distribute scarce human resources. This includes both applications to manage information about the health sector workforce and means to electronically share information across systems.
This funding opportunity announcement (FOA) will build on past and current CDC-supported activities at the Ministry of Health and Child Care (MOHCC) and the Health Professional Regulatory Bodies. Original funding started in Fiscal Year (FY) 2009 with Emory University and a local information technology (IT) company recording business process requirements and software design. In October 2011, Health Informatics Training and Research Advancement Centre (HITRAC), a unit within the University of Zimbabwe, took over and developed a new human resources information system (HRIS) that since April 2013 has been successfully deployed to all 8 provincial MOHCC human resources (HR) departments, 2 central hospitals, and the MOHCC head office. New systems have also been developed and deployed for the Nursing Council of Zimbabwe (NCZ), Medical Dental Physician Council of Zimbabwe (MDPCZ), and Medical Laboratory and Clinical Scientists Council of Zimbabwe (MLSCZ), with appropriate staff trained by HITRAC, and strong engagement from all the stakeholders. Deployment to the other four central hospitals and four Regulatory Councils was scheduled for later in 2013. |
