Description:: | The Bureau of Reclamation, Mid-Pacific Region, intends to issue a Funding Opportunity Announcement (FOA) for a Cooperative Agreement pursuant to the authority of The Public Lands Corps Act of 1993, (16 U.S.C.§§ 1721-1730), and the Youth Conservation Corps Act of 1970 (16 U.S.C. §§1701-06) as delegated to Reclamation through memorandum dated January 21, 2010 from Commissioner, Michael L. Conner.The objective of the competitive solicitation is to ensure compliance with competition requirements related to Federal financial agreements and to ensure public participation in the Reclamation Youth Conservation Program.The project location will be Lake Berryessa, Solano Project Lands, Napa County, CA. The applicant will furnish a work crew comprised of 6 young adults (ages 18-25), plus a crew leader qualified to perform duties related to trail construction of a 3.2 mile accessible trail segment. Crews must possess the knowledge, skills and abilities related to trail construction, resource protection, project management, safety, and equipment operation. Types of work to be performed include but are not limited to:Cutting, clearing, grubbing, and removing soil, roots, and rocks along a predefined alignment; Cut and remove or chip brush, branches and shrub vegetation; Resource protection and erosion control measures; Protection from injury or defacement of trees; Construction of wet crossings, boardwalks, bridges, retaining walls and other similar structures involved in trail construction; Mow non-woody vegetation with a mower or string trimmer; Hauling or moving of gravel, rock and other materials; Seeding or restoration work related to mitigation; Tree Planting; Sign Installation.Recipient will furnish crew with a reliable transportation vehicle, supervision, personal protective equipment (PPE), communication equipment (cell phone or radio), first aid kit, and hand tools necessary to perform the work. Such tools include but are not limited to shovels, loppers, pruners, rakes, McClouds, Polaskis, axes, wheelbarrows, utility trailer and tarp or other covering, backpack water pumps and/or other water sources. The recipient shall be required to provide power tools and fuel as necessary, such as chain saws, string trimmers, mowers, and leaf blowers, including additional supplies required to perform trail work. The recipient is responsible for crew safety and proper operation of all equipment and tools. The recipient is responsible for ensuring wildfires do not occur as a result of work underway or completed by the work crew. No housing will be provided as the location of work is within commutable distance of urban areas, and commercial sources of housing are available in the immediate area. Campsites within developed recreation areas, or an area in which to set up a crew camp, may be available dependent upon time of year and size of project crew. Recipient is responsible for provision of portable toilets at the work sites as needed, as well as furnishing housing and/or camping equipment, sanitary and kitchen facilities. Period of Performance is from the date of issuance of the Agreement to approximately September 30, 2014.
