| Description: | Agency Overview: The Advanced Research Projects Agency – Energy (ARPA-E), an organization within the Department of Energy, is chartered by Congress in the America COMPETES Act of 2007 (P.L. 110-69), as amended by the America COMPETES Reauthorization Act of 2010 (P.L. 111-358), to support the creation of transformational energy technologies and systems through funding and managing Research and Development (R&D) efforts. Originally chartered in 2007, the Agency was first funded through the American Recovery and Reinvestment Act of 2009. The mission of ARPA-E is to identify and fund research to translate science into breakthrough energy technologies that are too risky for the private sector and that, if successfully developed, will create the foundation for entirely new industries. Successful projects will address at least one of ARPA-E’s two Mission Areas: 1. Enhance the economic and energy security of the United States through the development of energy technologies that result in: SBIR/STTR Program Overview: ARPA-E administers a joint SBIR/STTR program in accordance with the Small Business Act and the SBIR and STTR Policy Directives issued by the U.S. Small Business Administration (SBA). ARPA-E provides SBIR/STTR funding in three phases (Phase I, Phase II, and Phase IIS). Program Overview: SHIELD will support research on three broad technology categories. The first category will enable products that are applied onto existing windowpanes. The second is for manufactured windowpanes with similar weight and thickness to current panes, and that could be installed as replacements for existing windowpanes without necessitating replacement of the sash in which the pane is mounted. For both of these research categories, the program’s primary goals are to develop cost-effective technologies (i) to improve the thermal insulation (U-factor) and (ii) to reduce cold weather condensation of single-pane windows. A secondary goal of the SHIELD program is to develop synergistic improvements in window performance such as soundproofing that would make these window retrofits highly desirable to building occupants and owners. ARPA-E envisions that these technologies will be used in both the residential and commercial building sectors, and that the impact of the retrofits on the appearance of the window will be minimal. In addition to the two categories for comprehensive technology development, as a third category, SHIELD will support proof-of-principle development of innovative components that will enable superior performance in the first two technology categories.
