Description: This NOFO aims to support GAC, whose mission as the highest policy making body on HIV/AIDS in Ghana is to provide effective leadership in coordination of all programs and activities of all stakeholders in the fight against HIV/AIDS through joint planning, monitoring, and evaluation for the eventual elimination of the disease. This NOFO will allow GAC to sustain and continue progress made under a previous cooperative agreement, GH000088. The following categories of activities will be supported in line with the 2016-2020 National Strategic Plan to Control the HIV/AIDS Epidemic by 2020:

Strengthening monitoring and evaluation (M&E) capacities at all levels (especially community and health facility)
Strategic information (SI), focusing on KP related issues
Data management (data analysis and use for impact): strengthening of data systems and strengthening and institutionalizing data quality assurance mechanisms
Surveys, including KP integrated bio-behavioral surveillance survey (IBBSS) of KP programs

These activities will help build a model KP program in the 5 PEPFAR priority regions that can be scaled up nationally. Expected long-term outcomes include increased quality of program outcomes; increased programmatic impact evaluation; and increased quality of service delivery and reporting.
