NASA EPSCoR Research Infrastructure Development 2012 Grant

NASA’s EPSCoR program is offering the Research Infrastructure Development (RID) Grant to jurisdictions lacking a strong presence in federal research activities. Public Law 102-588, passed in 1992, authorized the National Aeronautics and Space Administration to initiate the NASA EPSCoR. The goal of NASA EPSCoR is to provide seed funding that will enable jurisdictions to develop an academic research enterprise directed toward long-term, self-sustaining, nationally-competitive capabilities in aerospace and aerospace-related research. This capability will, in turn, contribute to the jurisdiction’s economic viability and expand the nation’s base for aerospace research and development. Since its inception, NASA EPSCoR has been closely linked to the NASA National Space Grant College and Fellowship Program.

NASA EPSCoR legislation, jurisdictions eligible to compete for this opportunity are those jurisdictions eligible to compete for the National Science Foundation EPSCoR. Based on the most recent three-year (FY 2009 – 2011) calculations, the 29 eligible jurisdictions are: Alabama, Alaska, Arkansas, Delaware, Hawaii, Idaho, Iowa, Kansas, Kentucky, Louisiana, Maine, Mississippi, Missouri, Montana, Nebraska, Nevada, New Hampshire, New Mexico, North Dakota, Oklahoma, the Commonwealth of Puerto Rico, Rhode Island, South Carolina, South Dakota, Tennessee, Utah, Vermont, West Virginia, and Wyoming.

Description::	The NASA Experimental Program to Stimulate Competitive Research (EPSCoR) is administered through NASAs Office of Education. The purpose of NASA EPSCoR is to strengthen the research capability of jurisdictions that have not in the past participated equably in competitive federal research and development activities. This Cooperative Agreement Notice (CAN) solicits proposals for the NASA EPSCoR Infrastructure Development 2012 (RID 2012) program. Each funded NASA EPSCoR proposal will focus on building the core strength needed to develop competitive research and technology development methods and activities for the solution of scientific and technical problems of importance to NASA as defined by one or more of the three Mission Directorates, the Office of the Chief Technologist, and/or one or more of the ten NASA Centers. The proposal should demonstrate contribution to the overall research infrastructure, science and technology capabilities, higher education, and economic development of the EPSCoR jurisdiction. The program parameters, outlined in more detail below, are: Only one proposal per jurisdiction will be accepted; Maximum annual funding per jurisdiction proposal: $125,000 each year for up to three years. (Missouri will be eligible for $150,000 in year-one only.) Funding for years two and three will depend on performance in preceding years. A cost-share (match) of 1:1 for all NASA EPSCoR funds is required. In-kind cost-sharing is allowable. The proposal is due no later than 4:30 p.m., Eastern Time, Friday, August 3, 2012.
