U.S. Mission Brazil Annual Program Statement: Public Diplomacy Small Grants Program

The Public Affairs Section of the U.S. Mission in Brazil encourages applicants to provide cost-sharing from additional sources in support of this project. The Public Affairs Section also encourages projects that use highly skilled volunteers as an element of cost-sharing. Applications should explain clearly other likely sources of funding and how the volunteers will be used.

Preference will be given to Brazilian individuals and institutions with a proven track record of executing superior cultural and educational events and programs. New grantees will be generally given priority over previous grantees. Preference will be given to proposals that demonstrate the long-term sustainability of the project.

The Public Affairs Section of the U.S. Mission in Brazil is particularly interested in projects that support the development of civil society, address educational challenges, promote safe and secure communities, safeguard the democratic ideals of freedom of expression, freedom of the press and intellectual freedom, expand knowledge of the English language, promote innovative entrepreneurship, help to advance shared goals on the environment, strengthen cooperation in the STEM field and seek to develop greater exchange between Brazil and the United States.

The Public Affairs Section of the U.S. Mission in Brazil is looking for proposals with outstanding cultural, educational, and exchange merit. In deciding which projects to support, the Embassy will give consideration to the full range and diversity of Brazilian organizations. The Public Affairs Section will also seek to target geographically and demographically diverse audiences in Brazil.

Proposals should be submitted online via email to the Public Affairs Section of the U.S. Mission in Brazil at the following email address: BrazilGrants@state.gov .

Proposals will only be accepted as a Microsoft Word Document in English, font Times New Roman 12, double space with numbered pages.

To be eligible all proposals should include the following sections:

• Cover Page: This page should include the following information:
o Project Title;
o Name of Project Manager;
o Contact Information (e-mail, phone number)
o Project Summary: Description of project in 100 words or less.

• Background and Justification: This section should describe the institution in a couple of paragraphs including the relevant experience and capabilities of the Project Manager.

This section should also include the following:

o The problem or critical issue which the proposal seeks to resolve;
o How the proposal relates to the U.S. Mission Brazil and advances the U.S.-Brazil bilateral relationship;
o Identify who will be the intended audience for this project;
o Whether there are other programs and activities which will complement the proposal;
o How the need for the project was determined;
o Timeline for the project.

• Objectives: This section should describe what the project is expected to achieve in terms of effects among intended audience. Specifically, the section discusses the changes that are expected to occur among intended audience if project operations are successful. Changes can include new and improved technical skills and knowledge, increased income-generating capacities, and greater public awareness at the community.

• Detailed Budget: The budget for the U.S. Mission in Brazil should be prepared in U.S. dollars.

This section should also briefly describe the institution’s procurement procedures, financial policies. Description should include institution’s standard account procedures and any relevant information regarding its financial situation.

• Monitoring Plan: This section should discuss proposed mechanisms and procedures for monitoring of project operations to ensure that activities occur as planned, that they remain directed towards stated objectives, and that appropriate corrective action is taken if required.

• Risk Assessment: This section should identify any possible risk that would keep the grantee from concluding the project as described and it should also include a mitigation plan of actions in case these risks become a reality.
