Description: The NOFO will strengthen the capacity of the Ugandan Ministry of Health (MOH) through Central Public Health Laboratories (CPHL)/Uganda National Health Laboratory Services (UNHLS) to fully implement its national goal of strengthening Uganda’s access to quality laboratory services during the scale up of HIV prevention, care, and treatment and for other priority diseases. The NOFO will strengthen laboratory services by supporting implementation of the UNHLS Policy II (2016) and its Strategic Plan (2016-2020) including strengthening leadership to laboratories for specimen referral networks and partnerships, ensuring management and implementation of quality laboratory systems, laboratory information management systems, laboratory supply chain and equipment management, biosafety and biosecurity, coordination of national HIV-related diagnostics, and support for other disease surveillance activities with adequate geographical coverage at district level. Other activities will include implementing revised national protocols for integrated disease surveillance including HIV/TB surveillance, conducting evaluation of health sector laboratory program activities in relation to HIV/TB co-infection and other health priority concerns, and serving as the primary resource for receiving information on international laboratory standards and guidelines.
