OVERVIEW
The mandates, purposes, and objectives of Sitka NHP have been well-defined in the park⿿s legislation, NPS laws and regulations, and the park⿿s General Management Plan (GMP). The GMP specifically states that park managers shall ⿿Interpret the [Kiks.adi] Survival March route⿝ (p.21). This project helps accomplish this task.

STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN

Sitka National Historical Park (SITK) would like to improve the quality and accessibility of information related to the Kiks.adi Survival March. To accomplish this objective, SITK will collaborate with professionals from Portland State University to develop a number of work products. The project involves the following activities:
â¿¢ Consulting with the Sitka Tribe of Alaska, Tlingit Clans, and Tlingit House leaders
â¿¢ Developing and organizing an archive of Survival March primary source materials
â¿¢ Jointly develop a Survival March booklet that will help interpret the event to the public.
â¿¢ SITK will plan special interpretive programming to supplement the project, including new program scripts to interpret the Survival March.
â¿¢ Portland State and SITK will work together to coordinate interviews, make site visits, trace routes, and document the project.

RECIPIENT INVOLVEMENT

Portland State will collaborate with NPS in this project by conducting numerous tasks, including the following: (a) providing a project manager to oversee the project, (b) being primary point of contact for collecting, organizing, and analyzing Kiks.adi Survival March research materials, (c) producing a booklet that provides an accessible and accurate interpretation of the meaning and consequences of the Survival March, and (e) assembling an archive of Survival March research materials that is both organized and accessible to future researchers.

NATIONAL PARK SERVICE INVOLVEMENT

Substantial involvement on the part of the National Park Service is anticipated for the successful completion of the objectives to be funded by this award. In particular, the National Park Service will be responsible for the following: providing various venues for interviews, presentations, and project work both at the park and at other locations in Sitka, reviewing work products and cooperatively improving their completeness and/or accuracy, assisting with the publication design and text development, and planning public lectures to accompany the project.
SINGLE-SOURCE JUSTIFICATION

SINGLE SOURCE POLICY REQUIREMENTS
Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable.
In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:
(1) Unsolicited Proposal â¿¿ The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives;

(2) Continuation â¿¿ The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity;

(3) Legislative intent â¿¿ The language in the applicable authorizing legislation or legislative history clearly indicates Congressâ¿¿ intent to restrict the award to a particular recipient of purpose;

(4) Unique Qualifications â¿¿ The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications;

(5) Emergencies â¿¿ Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.
