OVERVIEW
The Transfer of Alaska Sesquicentennial Exhibit at Sitka National Historical Park will present artwork created by Alaska Natives from around the state in response to the 150th anniversary of the Alaska Treaty of Cession. This exhibit will compliment other statewide efforts to commemorate the sesquicentennial anniversary in 2017 by focusing on Alaska Native perspectives of this landmark event. The exhibit will be on display at Sitka National Historical Park approximately from Sewardâ¿¿s Day (March 30, 2017) through Alaska Day (October 18, 2017). Special programming at the park will invite artists featured in the exhibit to come to Sitka to provide public demonstrations or talks about their artwork.

STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN

Sitka National Historical Park (SITK) would like to offer an exhibit to the public during 2017 that offers alternative perspectives about the Alaska Treaty of Cession anniversary. To accomplish this objective, SITK will collaborate with professionals from University of Alaska Museum of the North (UAMN) to develop a call for artwork from Alaska Natives from around the state, select exhibit participants, and develop the exhibit for installation at SITK. The project involves the following activities:
â¿¢ Professional museum staff at both institutions will pool knowledge about the Alaska Native art community to disseminate the call for artwork as widely as possible, and thus achieve an exhibit that presents diverse opinions and perspectives.
â¿¢ UAMN and SITK will jointly review artist proposals, and will select pieces that best fit the exhibitâ¿¿s theme and physical parameters.
â¿¢ UAMN will serve as the primary point of contact for the artists during the development of the exhibit.
â¿¢ UAMN and SITK will jointly design and install the exhibit at SITK and plan an opening reception.
â¿¢ SITK will plan special interpretive programming to supplement the exhibit, including demonstrations and other presentations by participating artists. UAMN will assist with the coordination of bringing the artists to SITK.
â¿¢ UAMN and SITK will work together to dissemble the exhibit, and coordinate the return of artwork.

RECIPIENT INVOLVEMENT

UAMN will collaborate with NPS in this project by conducting numerous tasks, including the following: (a) providing a project manager to oversee the development of the call for artwork and its distribution, (b) being primary point of contact for artists and coordinating artist participation, (c) assisting with the exhibit design and overseeing fabrication needs, (d) providing onsite assistance with the installation of the exhibit and the opening reception, (e) coordinating the return of artwork after the exhibit.

NATIONAL PARK SERVICE INVOLVEMENT

Substantial involvement on the part of the National Park Service is anticipated for the successful completion of the objectives to be funded by this award. In particular, the National Park Service will be responsible for the following: contributing to the development of the call for artwork, reviewing artist submissions and selecting exhibit participants, assisting with the exhibit design, text development and installation, providing a venue for the exhibit, and planning special artist demonstration programing to accompany the exhibit.
SINGLE-SOURCE JUSTIFICATION

SINGLE SOURCE POLICY REQUIREMENTS
Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable.
In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:
(1) Unsolicited Proposal â¿¿ The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives;

(2) Continuation â¿¿ The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity;

(3) Legislative intent â¿¿ The language in the applicable authorizing legislation or legislative history clearly indicates Congressâ¿¿ intent to restrict the award to a particular recipient of purpose;

(4) Unique Qualifications â¿¿ The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications;

(5) Emergencies â¿¿ Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.
