Additional Information on Eligibility: Eligible applicants are limited to states that have developed a statewide plan to reduce recidivism and improve outcomes for youth in contact with the juvenile justice system. Please note that in order to be eligible for funding under this solicitation, applicants must have a statewide plan already developed and submitted as an attachment to the application. The statewide plan should address the mandatory requirements and the criteria under Section C.

Eligible applicants from states are limited to state juvenile justice agencies, such as a correctional agencies, probation agencies, state courts, state coordinating agencies, or state administering agencies. In instances where juvenile justice supervision is both a state and local responsibility, eligible applicants can partner with one or more local jurisdictions in their application. However, the state agency must be the lead applicant.

Description: Section 101 of the Second Chance Act authorizes the Department of Justice to award grants to states to improve reentry outcomes for incarcerated youth. The Second Chance Act Program helps communities develop and implement comprehensive and collaborative strategies that address the challenges that reentry and recidivism reduction pose. Developing a comprehensive approach for reducing recidivism is challenging for even the most sophisticated juvenile justice agencies, requiring access to data, changes to service delivery, and coordination from multiple systems.

This program will provide grants to support the implementation of an existing statewide plan to better align juvenile justice policy, practice, and resource allocation with what research shows works to reduce recidivism and improve outcomes for youth in contact with the juvenile justice system.
