Additional Information on Eligibility: For purposes of this solicitation, "state" means any state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.

To advance Executive Order 13929 Safe Policing for Safe Communities, as of October 28, 2020, the Attorney General determined that all state, local, and university or college law enforcement agencies must be certified by an approved independent credentialing body or have started the certification process to be allocated FY 2021 DOJ discretionary grant funding, as either a recipient or a subrecipient. Eligible applicants who propose to provide direct services must not include the provision of services to any person who is older than age 18.

This solicitation has two grant categories. Information regarding the specific eligibility requirements for each category can be found below. Applicants must clearly designate the category for which they are applying.

Category 1: Juvenile Drug Treatment Court Planning and Implementation

Juvenile Drug Treatment Court Planning and Implementation grants are available to jurisdictions that want to establish a juvenile drug treatment court. These grants are for jurisdictions where no juvenile drug treatment court currently exists or a juvenile drug treatment court has been operational for less than 1 year.

Category 2: Juvenile Drug Treatment Court Enhancement

Juvenile Drug Treatment Court Enhancement grants are available to jurisdictions with a fully operational (for at least 1 year) juvenile drug treatment court to enhance the operation of the court. Jurisdictions applying for funding under this category must have courts that have been fully operational for at least 1 year.

All recipients and subrecipients (including any for-profit organization) must forgo any profit or management fee.

The Juvenile Drug Treatment Court Program builds the capacity of states, state and local courts, units of local government, and federally recognized tribal governments to implement new juvenile drug treatment courts (JDTCs) and enhance existing JDTCs for individuals with substance abuse problems or co-occurring mental health disorders, including histories of trauma.

When describing substance abuse, the Diagnostic and Statistical Manual of Mental Disorders, Fifth Edition, uses the term “substance use disorder” for the clinical and functional assessment of an individual’s recurrent use of alcohol and/or drugs that causes significant impairment, such as health problems; disabilities; or failure to meet work, school, or home responsibilities.
