to
apply including institutions of higher education, non-profit entities (as
described in section 501(c)(4) of the Internal Revenue Code of 1986),
for-profit private entities, State/Local Governments, and Indian tribes.
DOE
and non-DOE Federally Funded Research and Development Centers (FFRDCs),
National Laboratories, and federal agencies will be allowed only as
sub-recipients to any of the previously mentioned entities. Foreign
participants will be allowed as sub-recipients only to a domestic
applicant.

The Geothermal Technologies Program (GTP) is seeking projects in a variety
of
geologic formations that will quantitatively demonstrate and validate
stimulation techniques that successfully sustain sufficient fluid flow and
heat
extraction rates for 5-7 years that produce at least 5 MWe per year per
project
site/geothermal reservoir. DOE will also consider projects to further
characterize, stimulate, and validate underutilized geothermal resources,
particularly in urban and rural regions with high electricity costs such as

Alaska, Hawaii, the eastern U.S., Indian Reservations, etc.

Awards made under this announcement will be cooperative agreements that
will
include well stimulation, data collection, and analysis over three Phases.

These phases will have go/no-go decision points during and after Phase I;
after
Phase II; and during Phase III, as appropriate. (See the full announcement
for
details). Projects funded will add to the general EGS knowledge base
and/or
help accelerate technology improvements in order to fully commercialize
unproductive or underproductive geothermal resources.

Applicants MUST include the following critical requirements to pass an
initial
review, in order to be considered for Merit Review:

¿ sufficient legal documentation, demonstrating legal surface and
subsurface
rights necessary for stimulation and heat mining. Letters of support from
partners or subcontractors do not suffice.
¿ a written statement, with concurrence from the signatory of the SF-424
form,
that non-proprietary data collected during the project will be made
available
to the public through the National Geothermal Database (reference
http://www1.eere.energy.gov/geothermal/ for more information).

A 50% cost share from the applicant will be required. Costs incurred prior
to
the award selection date (such as well drilling, collection of rock/core
cuttings, well-field development or power plant construction) are not
eligible
for consideration as recipient cost share. However, recipient cost share
for
wells drilled ONLY after December 31, 2008 and prior to the project period
may
be allowable if those costs are considered depreciation covered under an
approved indirect rate agreement or an approved allocation method. Under
this
announcement, it is not a requirement that target well(s) exist at the
proposed
project site prior to an award being made by DOE. Applicants who have

The Geothermal Technologies Program (GTP) is seeking projects in a variety
of
geologic formations that will quantitatively demonstrate and validate
stimulation techniques that successfully sustain sufficient fluid flow and
heat
extraction rates for 5-7 years that produce at least 5 MWe per year per
project
site/geothermal reservoir. DOE will also consider projects to further
characterize, stimulate, and validate underutilized geothermal resources,
particularly in urban and rural regions with high electricity costs such as

Alaska, Hawaii, the eastern U.S., Indian Reservations, etc.

Awards made under this announcement will be cooperative agreements that
will
include well stimulation, data collection, and analysis over three Phases.

These phases will have go/no-go decision points during and after Phase I;
after
Phase II; and during Phase III, as appropriate. (See the full announcement
for
details). Projects funded will add to the general EGS knowledge base
and/or
help accelerate technology improvements in order to fully commercialize
unproductive or underproductive geothermal resources.

Applicants MUST include the following critical requirements to pass an
initial
review, in order to be considered for Merit Review:

¿ sufficient legal documentation, demonstrating legal surface and
subsurface
rights necessary for stimulation and heat mining. Letters of support from
partners or subcontractors do not suffice.
¿ a written statement, with concurrence from the signatory of the SF-424
form,
that non-proprietary data collected during the project will be made
available
to the public through the National Geothermal Database (reference
http://www1.eere.energy.gov/geothermal/ for more information).

A 50% cost share from the applicant will be required. Costs incurred prior
to
the award selection date (such as well drilling, collection of rock/core
cuttings, well-field development or power plant construction) are not
eligible
for consideration as recipient cost share. However, recipient cost share
for
wells drilled ONLY after December 31, 2008 and prior to the project period
may
be allowable if those costs are considered depreciation covered under an
approved indirect rate agreement or an approved allocation method. Under
this
announcement, it is not a requirement that target well(s) exist at the
proposed
project site prior to an award being made by DOE. Applicants who have
sites
without existing target wells are encouraged to apply if sufficient
site-specific geologic characterization and analysis has taken place (see
