Description: | PRM will prioritize currently available funding for proposed NGO activities that best meet the Bureaus priorities in Djibouti, Ethiopia, Kenya, and Yemen as identified below:
(1) While PRM encourages activities that include the local host population, NGOs should concentrate on care/maintenance activities for refugees. At least 50% of beneficiaries must be refugees. Proposals may focus on protection, health, water, sanitation, shelter, education, community services, psychosocial support, gender based violence, and livelihoods development and training. (2) PRM will accept proposals from any NGO working within the above mentioned sectors although, given our budgetary constraints, priority will be given to proposals from organizations that can demonstrate: a working relationship with UNHCR in-country and UNHCR funding and/or support for the proposed activities; a proven track record in providing proposed refugee assistance in-country and in the sector(s) outlined in the proposal; evidence of coordination with international organizations and other NGOS working in the same are or section asif applicablelocal authorities; a concrete implementation plan with well-conceived objectives and indicators that are specific, measurable, achievable, relevant and reliable, time-bound and trackable (SMART), have established baselines, and at least one impact indicator per objective; A budget that is appropriate for meeting the objectives and demonstrates co-funding by non-US Government sources; Appropriate targeting of beneficiaries in coordination with UNHCR and other relevant organizations. (3) Country Specific Instructions: Djibouti. Proposals must be for programs benefiting refugees in Ali Addeh Refugee Camp. Kenya. Proposals must be for programs benefiting refugees in the Kakuma and Dadaab refugee camps. Proposals for activities in Dadaab Camp must be accompanied by a letter from the UNHCR Dadaab Sub Office showing approval for the proposed activities. PRM will not consider proposals for Dadaab Camp that do not have the approval of UNHCR Sub Office Dadaab. Yemen. Proposals must be for activities in Sanaa, Yemen. PRM will not consider proposals for activities outside of Sanaa. |
