Agency Name: Department of Housing and Urban Development
Description: Through this NOFO, HUD is announcing the availability of approximately $72,158,000 in FY 2022 funding for its Community Compass Technical Assistance and Capacity Building Program (Community Compass). Contingent upon the availability of FY 2023 appropriations, we reserve the right to award FY 2023 funds based on this single NOFO competition. As HUD’s integrated technical assistance (TA) and capacity building initiative, Community Compass is designed to help HUD’s customers navigate complex housing and community development challenges by equipping them with the knowledge, skills, tools, capacity, and systems to implement HUD programs and policies successfully and sustainably and provide effective administrative and managerial oversight of HUD funding. We recognize that our customers often interact with a variety of HUD programs, and other federal programs servicing common customers, as they deliver housing or community development services. Community Compass brings together TA investments from across HUD program offices, including the offices of Community Planning and Development, Fair Housing and Equal Opportunity, Housing, and Public and Indian Housing. This cross-funding approach allows TA to address the needs of grantees and subgrantees across multiple HUD programs, often within the same engagement, as well as address intra-agency and inter-agency issues. You are encouraged to procure contractors and consultants that demonstrate experience across a wide variety of HUD programs, as well as in specific skill and policy areas. Through this NOFO, HUD will also address the TA needs of some emerging priorities that include: Violence Against Women Act’s (VAWA) 2022 Reauthorization, racial and gender equity, transit-oriented development, housing supply, reentry housing for persons exiting jails and prisons, and mental health. You are also encouraged to assemble a diverse team of professionals, including persons from the communities HUD serves, that can contribute a perspective that incorporates lived experiences into the development and delivery of technical assistance. Community Compass is centrally managed by HUD Headquarters with the involvement of our Regional, Field, and Area Offices.

Version History

Version Modification Description Updated Date
NOFO Update: Page 49—Overview for Subfactors 1.A. and 1.B. and Rating Factors 2 and 3—updated to reflect that Additional Unscored Responses (File 8) does “NOT” count towards the narrative 50-page maximum.
Missing Forms: (1) Applicant and Recipient Assurances and Certifications (HUD 424-B) has been added to the Instructions package. (2) Certification for a Drug-Free Workplace (HUD-50070) form has been removed as a required form from the table found in Section IV.B.1 since this requirement is already incorporated into Section VI. B. of the NOFO.
Typographical errors: (1) Appendix I—the cross-office topic "Disaster, emergency, or infectious disease response for HUD customers**” was missing the second asterisk. (2) Section I.A.3.—Changes from previous NOFO—Rating Factor 2 stated, “…past engagements…must align with scored programs…,” scored programs has been updated to scored programs or cross-cutting topics. (3) Page 58—Rating Factor 2—there are bullet points listing characteristics of engagement descriptions that will receive up to 4 points. The bullet, "Identify the eligible activity" was incomplete and has been removed as the full criteria was/is captured in the final bullet of that section.
Updated Applicant Summary, Interest, Capacity, & Experience (1.C.) Workbook-Applicant Summary Form: (1) CARES Act-ESG and CARES Act-CDBG are not funding sources in the FY22/23 NOFO. References to these have been removed from the Funding Sources table. (2) The funding sources listed on page 37 include separate items for VAWA TA, HMIS TA, and NDHAP—Four Projects. These are now listed separately in the Funding Sources table. (3) Women-owned business was added to the Applicant Designation table.
***COMING SOON*** Recording of the NOFO Overview Webinar & FAQs will be posted to the website included in the Synopsis-Additional Information.
Feb 09, 2023
This modification corrects a typographical error in Section IV. Content & Forms: Maximum Total Funding Request-This opportunity has been modified to reflect the following on page 34—Instructions for completing the SF-424—it now states, “Box 18.a. of the SF424 must contain your total combined FY 2022 and FY 2023 funding request, which must not exceed $80,000,000.” Previously, page 34 stated, “Box 18.a. of the SF424 must contain your total combined FY 2022 and FY 2023 funding request, which must not exceed $40,000,000.” That was an error and in direct conflict with the instructions on page 36 of the NOFO. To be clear, your total combined FY 2022 and FY 2023 funding request must not exceed $80,000,000. Jan 27, 2023
The instruction package has been updated. Section IV.G. of the NOFO showed the incorrect application due date. This due date has been corrected to reflect March 28, 2023 as the accurate application due date.
