Q. Has this ISA been issued before, and if so, which states won?
A. No
Q. Can staff salary, beyond travel, be included in the budget section?
A. Salary of personnel vital to the successful development and implementation of this project may be included in the budget of this project.
Q. How are you expecting the money to be broken down- how much in each section is appropriate?
A.The breakdown of the project budget is dependent on the project proposal. As project ideas may vary greatly, we have not set specific amounts for the various portions of this project. We will leave it up to the grantee to decide the actual amounts necessary for their proposal.
Q. Do you expect the communities to be selected before submittal? I ask because Massachusetts is required to release some sort of application to choose the towns- we can’t just choose on our own.
A. The communities do not need to be selected prior to submitting the proposals, but should be done within the first 60 days after award.

Q. Where will the Kick-Off meeting take place-D.C. or in the selected state?
A. The kick-off meeting will take place at NHTSA headquarters in Washington, DC.
Q. When do you anticipate awards being announced, and thusly, which month should the action plan timeline begin?
A. It is difficult to determine at this point precisely when the award(s) will be announced, therefore, the action plan timeline can be created without mentioning specific months. As long as we can see laid out the time the grantee believes they will need to complete the various portions of the proposed project, the actual months can be substituted in when submitting the final action plan.

I was wondering how big the community would have to be, how many tweens or new drivers should be living in thata community? I could not find that on the info provided. Do we use a city the size of "Milwaukee" or a suburb like "Brookfield" WI.
The response to a few questions recieved.

Is the total amount for one state $500,00 for the Tweens

and $600,00 for the Parental Responsibility? Is that amount then broken into two years?

In answer to the questions that apply to "Teen Driving Through a Parental Responsibility Program," the intent was that a vendor/national organization or some other entity with substantial capability would apply to manage the program effort. The “sites” where the program will be pilot tested should be of a size that allows use of the NHTSA Parent/Teen campaign media materials – that would mean the media market should be of a size that it is not too large (e.g. Washington, DC Metro area) or too small, such as a small rural community that depends on media market from neighboring mid-size communities (e.g. newspapers, radio stations, etc.). In similar projects we have used the measurement of community sites of approximately no smaller than 50,000 population and no bigger than about 250,000 population. It is a two year effort. Depending on the applications received, there could be up to two awards made with a total for one or two successful applications of $600,000.00 – not that amount per award.
