The Bureau of Justice Assistance (BJA) and the Office for Victims of Crime (OVC) are offering Enhanced Collaborative Model grants to combat all forms of human trafficking, including sex and labor trafficking, affecting foreign nationals and U.S. citizens, adults and minors. This program funds task force sites taking a comprehensive approach. Up to $500,000 is expected to be awarded per site, with two distinct awards made at each location. BJA awards will support law enforcement agencies to coordinate task force goals with local U.S. Attorney’s Offices and victim service providers. Concurrently, OVC awards will enable victim service organizations to deliver a comprehensive array of culturally and linguistically appropriate services to all identified trafficking victims. This grant is for establishing and supporting collaborative efforts that integrate law enforcement and victim support services to effectively address human trafficking.

| Additional Information on Eligibility: | Eligible applicants are limited to state, local, and tribal law enforcement agencies and nonprofit victim service organizations with a demonstrated, established relationship and capacity to form successful partnerships with key stakeholders to support an enhanced approach to identifying, rescuing, and assisting victims of all forms of human trafficking.
This funding announcement requires two applications from every site seeking funding: one application from a lead state, local, or tribal law enforcement agency (in close collaboration with a partner victim service organization) and one application from a lead victim service organization (in close collaboration with a partner law enforcement agency). See the Note on pages 4-5 for further information about this requirement. Recipients of awards under this solicitation must be located in the community, jurisdiction, or geographic area specified in the application. Grantees, except those funded in FY 2011, who are currently receiving human trafficking funding from BJA or OVC are eligible to apply for this funding. |
