Additional Information on Eligibility: NIC invites applications from nonprofit organizations (including faith-based, community, and tribal organizations), for-profit organizations (including tribal for-profit organizations), and institutions of higher education (including tribal institutions of higher education). Recipients, including for-profit organizations, must agree to waive any profit or fee for services.NIC welcomes applications that involve two or more entities; however, one eligible entity must be the applicant and the others must be proposed as subrecipients. The applicant must be the entity with primary responsibility for administering the funding and managing the entire program.

The NIC wants to create a standard structure for gathering and maintaining information on each inmate admitted to a jail (also known as a detention facility). Once admitted to a jail, whether pretrial or sentenced, inmates should have a set file process by which their pro-social activities, institutional behavior, jail mandated interventions or requests are documented and maintained. 

 

Typically, when an inmate is admitted into a jail, there are a series of actions that the inmate must progress through, such as security and property check, booking process, medical interview, orientation and classification (security rating & housing assignment). There are also additional actions that an inmate may experience or progress through depending on the operational structure and programmatic offerings of a jail. It is orientation, classification and additional institutional behaviors that is the focus of this solicitation. 

 

In many jails, there is no standardized file where institutional behavioral information on the inmate is chronologically and categorically maintained during the inmate’s stay. Most jails maintain a file for court and legal information, and a Medical File for medical & mental health information, but not a file maintaining social and behavioral information. Social and behavioral information about an inmate may be maintained in separate classification, housing, disciplinary, grievance, programs, religious, and security files.
