As stated on page 16 of 19 of the RFP,

(a) Budget – the budget must identify the total amount of funding requested, with a breakdown of amounts to be spent in the following budget categories: personnel; travel; equipment; supplies; consultants/contracts; other direct costs; and indirect costs. The budget submission must include a spreadsheet and a budget narrative. The budget may include an estimated cost for continuation activities, which will be considered for successful applicants to this RFP in future fiscal years based on performance and the availability of funds.

If applicants submit a detailed one-page spreadsheet that provides all the information requested in the RFP, it is not necessary to complete Form SF-424A. However, because it is part of the application package on www.grants.gov, the software will not allow you to submit your proposal through www.grants.gov without a filled-out SF-424A. If you want to fill it out with 0’s, that is fine. Upload the detailed spreadsheet and the budget narrative on the attachments form.

Form SF-424 is mandatory.

Please note: If your proposal is chosen to receive funding, you will have to submit a properly filled-in SF-424A as part of the final grant process.
