Additional Information on Eligibility: This is not an application process for the Cottonwood Creek Sediment Budget, Phase I. This is a notice of intent to award the Cottonwood Creek Watershed Group a grant up to $120,000 under justification 505 DM 2.14 (B4).

The Central Valley Project Improvement Act (CVPIA; Title 34 of Public Law 102-575, Section 3406(b)(1)) authorizes and directs the Secretary of the DOI, in consultation with other State and Federal agencies, Indian tribes, and affected interests, to develop and implement a program which makes all reasonable efforts to at least double natural production of anadromous fish in Central Valley rivers and streams.

The Cottonwood Creek Watershed Group (CCWG) is uniquely qualified because of their standing in the watershed and ability to get landowner agreements for project implementation. Landowners are not likely to give permission for access unless the project is endorsed by the CCWG. This project was initially advertised on Grants.gov in FY2008. Despite several interested parties, only one proposal was received. The CCWG was the only entity to submit a proposal. Getting access permissions from several landowners was a requirement of the grant. Several permissions are already in place from an ongoing grant to CCWG for control and eradication of noxious weeds in the stream channel. This project is to complete the first phase of the Cottonwood Creek Sediment Budget.

Description: Funding is available through the U.S. Fish and Wildlife Service Anadromous Fish Restoration Program (AFRP) to develop a sediment budget for Cottonwood Creek based upon geomorphological data from 1939 to present; quantify spatial and temporal characteristics of sediment supply, storage, and transport in the system; and to identify the effects of sediment transport dynamics on perceived channel and watershed changes. The project will include the collection of needed additional data; and synthesis of current and collected data needed to complete the sediment budget. No substantial involvement on the part of the Service is anticipated for the successful completion of the objective to be funded. It is anticipated that the Service’s involvement will consist of standard Federal stewardship responsibilities, such as monitoring project performance, technical assistance at the request of the recipeient, etc.
