Description:: Authority: DOL Manual Series (DLMS) 2-836 (G)(2) (b,d and e): The activity to be funded is essential to the satisfactory completion of an activity presently funded by DOL, wherein competition would result in duplication of work at an additional cost to the Government; and delay in the time of program completion and the recipient has unique qualifications to perform the type of activity to be funded. Any responses received as a result of this NOI shall be considered for the purpose of determining whether to conduct a competitive procurement and will not be considered for purposes of award under this announcement notice.

The DOL Office of Procurement Services (OPS) is seeking to award a sole source Cooperative Agreement to: Verite, 44 Belchertown Road, Amherst MA 01002. The funding will allow Verite to conduct a research study on whether forced labor exists in the production of electronic goods in Malaysia. Verite is uniquely qualified to conduct and implement the research project in Malaysia in the timeline required because of their established track record of conducting research on migrant workers’ risk of forced labor in the production of specific electronic goods, including raw materials or component parts
