aggressive schedules for completion, greater number of jobs created, cost
share
above the minimum level required, and cooperation between industry and
accredited educational institutions may be given greater consideration.

A single Principal Investigator or organization may submit separate
applications to multiple topic areas. However, a single Principal
Investigator
or organization may not submit a single application that addresses multiple

topics. Each application will be evaluated according to its respective
merit
