| Additional Information on Eligibility: | Applications may be submitted by Cooperative Extension at 1890 Land-Grant Institutions, including Tuskegee University and West Virginia State University, at 1862 Land-Grant Colleges and Universities, and the University of the District of Columbia. Award recipients may subcontract to organizations not eligible to apply provided such organizations are necessary for the conduct of the project. An applicant’s failure to meet an eligibility criterion by the time of an application deadline may result in the application being excluded from consideration or, even though an application may be reviewed, will preclude NIFA from making an award. |

Measures of success may include improvements in customers’ financial stability or access to life activities and the capacity of states and regions to deliver services this population requires in a timely and satisfying manner. In the absence of capacity, projects provide assistance to customers. The National AgrAbility Project supports the state and regional projects in developing their capacity to meet these objectives.
